The Scottish Government has published options for potential changes to income tax in order for Scotland to invest at least £200 million pounds more in better public services. A final proposal will be voted on by MSPs (Members of the Scottish Parliament) as part of the budget in December 2017. To what extent do you agree or disagree with the following statement?
