Full question wording

Public spending in Scotland is currently higher, per person, than in England and Wales. Some argue that it is unfair that Scottish residents receive higher public spending whilst others claim that Scotland needs extra spending per person because of the physical size of the country, and because of higher average levels of poverty and ill-health than England. Do you think it is fair or unfair that Scottish residents receive higher public spending than the rest of Great Britain?
