Full question wording

The Deposit Return Scheme (DRS) is a scheme that will see a surcharge added to the price of single-use drinks containers, such as glass, bottles and cans, which will be refunded when they are recycled. The scheme had originally been due to launch in Scotland in July last year but has now been delayed until at least October 2025 amid concern about its implementation from many businesses, and the UK's government's decision to remove glass from the scheme. From the following, who is most to blame for the delay introducing the Deposit Return Scheme (DRS)?
