As you may know, the Scottish Government has decided to give local councils power to decide whether they want to introduce two new taxes and, if so, what the rate of that tax would be: the first is a tax which would be paid by tourists visiting Scotland and the second is a tax which would be paid by motorists who use their car to get to work.
